If I try and upload a new version of a file in 4.00.04, I get the following error:

No, The 2 users I am setting this up for both have UK set as their preferred locale.

One additional thought, I don't know if this is actually saved in their profile or just showing on the page because the default site locale in DNN is set to UK.
