Activation problem after upgrade

I did an upgrade to the newest DNN version and to the newest Document Exchange version. After the upgrade my activation state was "not activated" (allthough it was "activated" before the upgrade). So I did a new activation on a system that was already activated before.

The problem now is, that I had 2 activations in total and now I have none left. I've never activated it on two different portals. Both times I had to activate it on the same portal.

Is this correct? What have I done wrong?
