Use clicks on delete for folder and nothing happens

I have a user that has View, Edit and Add permission to a folder. He decided to reorganize and delete the original folder. He click on the folder, selects delete from the menu and then nothing. The screen flashes like there was a postback, but the folder is still there. I can log in as host and do the same thing and the folder shows with a line through it for me and disappears for him. Why does he get the delete option if nothing is going to happen? How do I give him delete permissions?

Can you tell me if this was using the context menu while right-clicking on the folder in the grid on the right? Or whether this was on the Item menu while selecting it on the right? Or whether it was on the Folder menu while selecting it in the tree? Thanks, Peter

I logged in with his account and tried it both from the right-click context menu and from the Item menu. I did not try it from the folder menu.
